The Vatican turns away sleeveless tops, "shorts above the knee" and hats, Florence's cathedral adds flip-flops, and St Mark's in Venice bars rucksacks and bags over 40 × 30 × 20 cm. Our pick is a cabin bag inside ITA Airways' 55 × 40 × 23 cm and 8 kg, plus a 40 × 30 × 15 cm day bag, ITA's accessory size, with trousers or a knee-covering skirt and a sleeved top for church days. The trade-off is a second bag to carry, and size limits at church doors.

## What not to wear in Italy's big churches

![A tall green backpack next to a small sage daypack, with folded tan trousers, a pair of strapped sandals and a small stovetop espresso pot in front.](https://onebagkit.com/img/brick-spot-carry-on-packing-list-italy-640.webp)

The Vatican, St Mark's, Florence Cathedral and Milan Cathedral each publish their own dress and bag rules. They overlap without matching. The table keeps each one in its own words. Translations from the Italian St Mark's rules are ours.

| Place | Not allowed (their words) | Bag limit at the door | Source, read 18 Oct 2026 |
|---|---|---|---|
| Vatican Museums, Sistine Chapel, St Peter's Basilica | "Sleeveless and / or low-cut garments, shorts above the knee, miniskirts and hats are not permitted." | Museums: bags "of a size greater than 40 x 35 x 15 cm" go to the free cloakroom, and so do rucksacks, except small ones that "do not exceed the widest point of the body by more than 15 cm" | [Vatican Museums useful information](https://www.museivaticani.va/content/museivaticani/en/organizza-visita/consigli-utili.html); [cloakroom rules (PDF, undated)](https://www.museivaticani.va/content/dam/museivaticani/pdf/visita_musei/servizi_visitatori/Regolamento_guardaroba_en.pdf) |
| St Mark's Basilica, Venice | "Clothing and conduct should be in keeping with the religious nature of the building (please make sure your shoulders and knees are covered)." The Italian access rules add that men must keep their heads uncovered, and that bare feet aren't allowed | "Zaini e/o bagagli di dimensione superiore a 40x30x20 cm non possono accedere; in nessun caso si può accedere con i trolley" (rucksacks or bags over 40 × 30 × 20 cm can't go in, and trolley cases never can) | [St Mark's ticket office terms (English, undated)](https://tickets.basilicasanmarco.it/en/store#/en/support/terms) for clothing; [Procuratoria di San Marco access regulations (PDF, Italian)](https://www.basilicasanmarco.it/wp-content/uploads/2026/09/10-Regolamento-di-accesso.pdf) for heads, feet and bags |
| Florence Cathedral and Baptistery | "entry is not permitted with flip-flops, bare shoulders or legs uncovered above the knee. The rule does not apply to the other monuments in the complex." | Luggage "exceeding the permitted dimensions" goes to the free cloakroom at Piazza Duomo 38/r; the FAQ doesn't give a size | [Opera di Santa Maria del Fiore ticket FAQ](https://tickets.duomo.firenze.it/en/support/faq) |
| Milan Cathedral | "sleeveless and/or low-cut clothing, shorts, miniskirts and hats are not permitted inside the Milan Duomo Cathedral" | "luggage, bags and large rucksacks" are on its list of items not allowed in; no size given | [Veneranda Fabbrica del Duomo rules, July 2025 (PDF)](https://www.duomomilano.it/wp-content/uploads/2025/08/Rules-of-Conduct-and-Access-regulations-for-the-Milan-Duomo-Monumental-Complex-July-2025.pdf) |

The wording differs on legs. Milan rules out "shorts" with no length given, the Vatican "shorts above the knee", Florence "legs uncovered above the knee", and St Mark's asks visitors to "make sure your shoulders and knees are covered". On a day with more than one of them, our plan is to dress for the strictest: trousers or a skirt that covers the knee, and a top with sleeves. Hats come off in the Vatican and Milan, and men take theirs off at St Mark's. Florence's ban on flip-flops is why the sandals on this list are a flat pair you can walk in, not flip-flops. These rules belong to these four places; other churches set their own.

## Will your daypack get past the door?

The Vatican Museums' cloakroom rules decide more than the bag. Article 3 bars "cash, chequebooks and wallets", phones, cameras and "coats and/or jackets of any type" from the cloakroom, so on a Vatican day the jacket, phone and wallet stay on you even if the bag is handed in. Anything left there "must be collected on the same day before the closing time of the Vatican Museums", and the visitor page adds: "Visitors who continue their tour in the Vatican Basilica are reminded not to leave their baggage in the Vatican Museums." By our reading, a checked bag means walking back to the Museums after St Peter's.

St Mark's access regulations don't mention a bag deposit, and we found none on its official pages, so a bag over 40 × 30 × 20 cm stays at the hotel on a Venice day. A day bag at 40 × 30 × 15 cm is inside both the Vatican's 40 × 35 × 15 cm and St Mark's 40 × 30 × 20 cm, and it matches the accessory ITA allows on board. Milan doesn't give a size for "large rucksacks"; by our reading, a small day bag is the safe choice there. Whether to carry a day bag at all is on [do you need a daypack](https://onebagkit.com/do-you-need-a-daypack-one-bag-travel/index.md).

## Bags on Italo and Trenitalia trains

Italo's luggage page says it lets passengers "carry their luggage for free" and "You can carry as many items as you need". "Luggage with dimensions up to 75 x 53 x 30 is allowed in Smart Class", free of charge like the rest. On rack space, the English page gives the overhead compartments "a maximum height of 53 cm and a depth of 42 cm", while the FAQ on Italo's Italian page puts the height at 35 cm. Both say 42 cm deep, so plan on depth only. Italo's Contract of Carriage (in force as of 23 June 2025) adds two rules a carry-on traveller can miss. Clause 13.3: "Luggage must include a clear and legible indication of the Name and address of the Passenger." Clause 13.10: a bag that doesn't conform must come off "at the first stop", with an onboard fine that Annex I sets at €10.00.

Trenitalia's English FAQ doesn't give a size in centimetres. Passengers may take luggage "on board the coach free of charge, provided they are stored in the spaces made available for luggage", and "On some trains, specific spaces have been made available for passengers to store larger luggage items." Spain's trains are on the [two weeks in Spain by train](https://onebagkit.com/carry-on-packing-list-europe-14-days/index.md) page.

## Worked example: Rome, Florence and Venice in October

Our plan for two weeks in October: fly into Rome on ITA Airways, take Italo to Florence and a Trenitalia train to Venice, and fly home from Venice. The rules from this page, leg by leg:

1. Flight in. ITA's hand-luggage page allows "one carry-on bag, with a maximum weight of 8 kg and dimensions of 55 cm x 40 cm x 23 cm. These measurements include all handles, side pockets, and wheels." The day bag goes as the accessory at 30 × 40 × 15 cm. Except on A330 flights, ITA's airport staff "will tag smaller bags, up to 30 cm x 40 cm x 15 cm, with an 'Under the Seat' label".
2. Rome. On the Vatican day: trousers, a top with sleeves, no hat, and the day bag, with the cabin bag left at the hotel. Jacket, phone and wallet stay on you.
3. Italo to Florence. The 55 × 40 × 23 cm bag is well inside Smart's 75 × 53 × 30 cm. Both bags carry a tag with name and address, per clause 13.3.
4. Florence. No flip-flops in the Cathedral or Baptistery. The cabin bag stays at the hotel, or goes to the cloakroom at Piazza Duomo 38/r.
5. Trenitalia to Venice. The bag goes in the luggage spaces, with no size to check.
6. Venice. St Mark's turns away trolley cases of any size. The day bag goes in, and the cabin bag stays at the hotel.

The weather table below gives Roma Ciampino an October mean high of 22.16 °C and low of 12.40 °C, and Pisa San Giusto, the Tuscan station, 128.65 mm of rain. That puts a waterproof jacket and a warm mid-layer on the list. With one wash halfway, a week of clothes covers the fortnight; the [laundry guide](https://onebagkit.com/how-to-do-laundry-one-bag-travel/index.md) has the method.

**The two bags**

- [ ] 1 × cabin bag no bigger than 55 × 40 × 23 cm, wheels and handles included, under 8 kg packed
- [ ] 1 × day bag at 40 × 30 × 15 cm or smaller
- [ ] 2 × tags with your name and address, one per bag

**Church-day and everyday clothes**

- [ ] 5 × tops with sleeves that cover the shoulders
- [ ] 1 × long-sleeve shirt
- [ ] 1 × trousers or a skirt that covers the knee, packed as a spare to the pair worn
- [ ] 7 × underwear
- [ ] 4 × pairs of socks for the walking shoes
- [ ] 1 × set of nightwear

**October layers and shoes**

- [ ] 1 × warm mid-layer, a fleece or a jumper
- [ ] 1 × flat sandals you can walk in (not flip-flops), per the [shoe guide](https://onebagkit.com/how-many-shoes-to-pack/index.md)

**Worn on flight and train days**

- [ ] 1 × waterproof jacket
- [ ] 1 × walking shoes
- [ ] 1 × trousers or a below-knee skirt, and one top with sleeves

**Papers, power and toiletries**

- [ ] 1 × passport and the train and church tickets, on the phone or printed
- [ ] 1 × plug adapter for Italy's C and L sockets
- [ ] 1 × phone charger, plus a power bank in the cabin bag ([electronics rules](https://onebagkit.com/packing-electronics-carry-on/index.md))
- [ ] 1 × bag of liquids for security ([what counts as a liquid](https://onebagkit.com/what-counts-as-a-liquid-airport-security/index.md))

## Month by month at Roma Ciampino, Pisa San Giusto and Milano Linate

For each month, the second column is our suggestion; the rest are the 1991–2020 normals for three weather stations, as printed on their data sheets: mean daily high and low in °C, and total rainfall in mm. Pisa San Giusto is near the Tuscan coast, and the archive has no Florence station; we use the Pisa column as a rough guide for Florence and the Cinque Terre.

| Month | Bag change (our suggestion) | Roma Ciampino high / low °C | Pisa San Giusto high / low °C | Milano Linate high / low °C | Rainfall mm, Roma Ciampino / Pisa San Giusto / Milano Linate |
|---|---|---|---|---|---|
| Jan | Milano Linate's mean low is below zero: the warm coat is worn on travel days, with hat and gloves for the north | 12.00 / 3.42 | 11.53 / 2.75 | 7.26 / -0.38 | 65.62 / 67.36 / 35.88 |
| Feb | The same coat; Milan's rain is its second lowest of the year, so a small umbrella will do there | 12.95 / 3.37 | 12.62 / 2.81 | 10.01 / 0.58 | 62.76 / 63.14 / 38.22 |
| Mar | All three highs are within half a degree of each other: one set of layers works for the whole route | 15.75 / 5.86 | 15.54 / 5.19 | 15.46 / 4.38 | 58.58 / 60.01 / 42.20 |
| Apr | Day and night are about 10 degrees apart at every station: a jumper for the evenings | 18.81 / 8.63 | 18.46 / 7.80 | 19.26 / 8.40 | 68.63 / 64.92 / 57.65 |
| May | Highs pass 22 °C, so short sleeves by day; Milan gets more rain than Rome; the umbrella goes north | 23.33 / 12.56 | 22.64 / 11.44 | 23.85 / 12.76 | 56.85 / 61.65 / 70.34 |
| Jun | Highs near 27 to 28 °C, but church rules stay the same: light trousers or a knee-covering skirt for church days | 28.10 / 16.74 | 26.98 / 15.29 | 28.14 / 17.17 | 30.08 / 41.14 / 67.42 |
| Jul | Rome's driest month on these figures: the waterproof can stay home if the route stays around Rome | 31.02 / 19.26 | 29.91 / 17.82 | 30.71 / 19.33 | 19.79 / 31.87 / 44.23 |
| Aug | Rome's warmest month; Milan's rain is close to three times Rome's: an umbrella for the north only | 31.55 / 19.77 | 30.29 / 18.45 | 29.94 / 18.83 | 30.20 / 40.60 / 82.21 |
| Sep | Pisa's rain more than doubles from August: the waterproof goes back in for Tuscany | 26.69 / 15.99 | 26.13 / 14.94 | 25.51 / 14.88 | 64.86 / 100.27 / 73.83 |
| Oct | Pisa passes 120 mm: a waterproof jacket, and shoes that dry overnight | 22.16 / 12.40 | 21.27 / 11.69 | 18.96 / 10.16 | 88.11 / 128.65 / 82.04 |
| Nov | The wettest month at all three stations: the waterproof is worn, not packed | 16.87 / 8.47 | 15.99 / 7.80 | 12.37 / 5.26 | 108.24 / 131.11 / 112.36 |
| Dec | Milan's high drops to 7.40 °C: a warm coat worn, while Rome and Pisa stay near 12 °C by day | 12.73 / 4.67 | 12.10 / 3.87 | 7.40 / 0.60 | 98.31 / 86.99 / 45.80 |

## Before you fly: plugs and the EU's entry checks

Italy's official tourism site, italia.it, says sockets "are regulated by Cei 23-50, all symmetrical and non-polarised", in two types: "the C-type socket, with 2 or 3 symmetrical holes, or the L-type socket, with larger cables and prongs". A third, multistandard socket "allows you to connect all types of Italian plugs and the German Shuko plug". Power is "220V and a frequency of 50 Hz". On the EU's travel site, read 18 Oct 2026, "ETIAS is currently not in operation and no applications for travel authorisations are collected at this point", and Italy is on the list of countries using the Entry/Exit System for non-EU nationals on short stays.

## FAQ

### Do tattoos have to be covered at the Vatican?

Not as a rule. The Vatican Museums' visitor page extends its decorum rule to "any visible personal objects" and to visible personal signs, with tattoos given as an example, "that may offend Catholic morality, the Catholic religion and common decency." It covers a tattoo only if it may offend in those ways; it doesn't ask for every tattoo to be hidden.
